[SA-Help] How to use the map model in the game to create a new radar map for the map module?

Hello everyone, I am working on localizing language translation for the GTA: Anderius (Alien City) module.
I have an idea to implement now, but there is no idea. Like GTA SA, many enthusiasts have created various styles of radar maps for him.
However, currently Alien City only has its original regular radar texture, which has low clarity, and there are also errors where the game map exceeds the radar texture.


So I really want to create a brand new and clear Alien City radar texture, but I haven't found any similar tutorials on Google for a long time.
I know the general idea, export all the map model files of models/gta3. img, and then export all the map information files in data \ maps. Import the relevant information above using 3dsmax, and export the radar stickers of the entire city using plugins from the top view perspective.
But can a friend give me some help? How can I use 3dsmax to import the model and ide/ipl files of the entire city, and export the map texture of the top view? I am a beginner in module making. I only have a lot of experience in module installation, problem-solving, and modifying simple modules, but I do not have experience in making new modules. However, I am very eager to complete this idea and am willing to make various attempts and learn from it.
