My question is how to make the actors not wave their arms after the murder. Tell me how to do it.

You can change the death animation of the ped .ifp with 3ds Max.

First it's good to learn how to edit .ifp files, move, copy, etc.. Read this second link:

You will need to find out the name of the death animation for this type of ped.
- In the gta sa folder, open "anim/anim.img" with IMG Manager and extract all the .ifp files from there to a folder (select everything and drag it to a folder), in each one there are several animations, open each with GTA Anim Manager until you find it, maybe this list of anim names can save you some time.
- Once you have your anim's ifp file, make a copy for editing and follow this animation video tutorial.
