GTA:SA (classic): Z-fighting with Stencil Shadows and Building Shadows

Many textures, such as of billboards, light poles, boxes, have a z-fighting problem, including with a vanilla GTA:SA installation.
I have noticed that "Unofficial Patch" (by Kurtis, Sleepy93HUN) makes z-fighting worse on some textures.
The authors themselves commented on a YouTube video that much z-fighting can be solved by disabling certain shadows.
Indeed I have noticed that "NoStencilShadows" in MixSets.ini solves much z-fighting, and I have also noticed that "DisableBuildingShadows" in shadows.ini of "Shadows_Settings_Extender" solves much z-fighting.
However, this unfortunately removes non-problematic shadows such as shadows from electrical wires, shadows from streetlights, etc, which lowers the overall realism of the game.
Is there a way to solve the problem of z-fighting on billboards and other textures, while still preserving the non-problematic shadows?
