[IDEA/SA] Choose car in ilegal races, disable teleport

In GTA: SA, when you race an ilegal street race, you are teletransported to the start with the car you have to use. I think the old system that appear in Vice City is better, "Get a bike and go to the start line". A mod that make this would be awesome, I dont like the "teleports" that makes the SA system. In missions like "High Stikes, Low Rider" the old system is still in the game, so I think that a mod that "reactivate/fix" would be awesome.

Yeah Rockstar forces the player to be in a certain car and not one of our choice and this is the game that has more cars in 3d era...
