[III] Weapon.dat Stats Fix

GTA III weapons stats are quite unrealistic (ex: 9mm only has 12 bullets, a pump-action shotgun can insta kill an enemy, m16 has 60 bullets etc)
this small mod fixes GTA III weapons stats, making them more logical, balanced and realistic

List of weapon changes
9mm:
increased bullet capacity from 12 to 17 (based on VC & SA stats)
Uzi:
increased bullet capacity from 25 to 50 (based on SA stats)
Pump Action Shotgun:
now the shotgun has bullet capacity (there's no animation but it's better than nothing)
decreased damage to its half
AK-47:
increased damage (based on SA stats)
M16:
decreased bullet capacity from 60 to 20 (based on real life stats)
slightly decreased damaged
Sniper Rifle:
decreased damaged (now it's more reliable to use headshots)
