I already know that welding method and am using it to close the gaps (and to smooth). There's a script for 3DS Max, that closes the gaps between objects, I'm using - it helps a lot. I dislike ENB (and prefer Renderhook over ENB). And GTA SA without ENB or Renderhook can still look really good. This method could be used to ''glue'' the parts of the map into a single model. Then just cut into pieces and put in the game.
I think that it's better than adjust each polygon of the borders manually (which never is perfect and keep some holes).
Also, I think you should discard the pre lit.
As you can see, the enbseries is capable to give a great illumination to the models:
Nowadays even Intel gpus can handle enbs if the game is set in a low resolution.
Yeh, there's some people with very old pc's that can't use enb, but they are a minority.
Don't worry about pre lit and save some time.
