All of them are on the menu. It only shows what's supported by that exact vehicle defined inside the carmods.dat file.

There's isn't really a reason for it to not work with saves. If I'd have to guess something with some mod/s? Lemme know if you're able to find out which may that be specifically and I'll take a look.

Look like you are using pilot model by area, not by specific model, so for example using Peds Extender, that sets army model on restricted area, it will appear army model on helicopters. You should use swat model by specific on police helis. I didn't get what you mean. You want to change COP models...
