Just import it in any 3D editor using plugins (ZModeler 2 (don't need plugins), 3DS Max, Blender) and export it.

Is there a plugin for Blender? I honestly don't know & that's why I'm asking here. It'll be a lot of help if you tell me or link me to an article about this. Especially Map files

Is there a way to extract GTA SA Map files with obj for fbx formats? It'll be great for 3D Artists or Game Makers who need the map for other Engine.
