GTA SA Map Files in Other Formats

Is there a way to extract GTA SA Map files with obj for fbx formats? It'll be great for 3D Artists or Game Makers who need the map for other Engine.

Just import it in any 3D editor using plugins (ZModeler 2 (don't need plugins), 3DS Max, Blender) and export it.

Is there a plugin for Blender? I honestly don't know & that's why I'm asking here. It'll be a lot of help if you tell me or link me to an article about this. Especially Map files

Yes, just search for it. DragonFF.
But there is more advanced map tools for 3DS Max, I think it's better for your case.

Also, you created the topic in "About games" in portuguese area, moved to map mod creation in english.

There is, DragonFF, but it still has some problems (can't see vertex color alpha, textures have to be manually extracted, sometimes you import an object and the sharp/smooth shading isn't accurate and you have to clear normal data, can't import .DFF and .TXD files inside IMGs, can't export IPLs) and is under heavy development. It's great, and I use it for my mods, but it isn't suitable for mass exporting the map.
Use the improved version of Kam's Max Script for 3DSMax by Gold_Fish for now, you can import it into 3DS Max and export it to Blender.
