[SA] Restore Unused Peds (Unoffical Update)

Restore Unused Peds is a San Andreas mod that restores cut, removed and unused peds from the game, there are a lot of mods that do this, but this one is the most complete and stable of them
while I did enjoy this mod, there are a few changes I didn't like, so I unofficially update it
list of changes:
Restored MEDIATR, original model
Restored HECK1 and HECK2, original models
Restored BMYCON, black varitial of WMCON, original model and voice
Restored TRIADC, original model, now the triads will have 4 members instead of 3
Restored the triad unused voice banks, now they will have more voice variety
Removed BLUE2 and BLUE3, as they don't fit into the game
